Maestro elementare, socialista recanatese. Studia a Osimo e a Macerata e nel 1898 ottiene la licenza ginnasiale a Recanati.
Avviato alla politica dal deputato socialista Nicola Badaloni, nello stesso anno si iscrive al Psi e si trasferisce a Roma per tre anni. Qui conosce alcuni dei massimi dirigenti del partito. Tra il 1905 e il 1907 inizia a insegnare a Medicina e a Molinella, grazie all'aiuto del sindaco di questo paese, Giuseppe Massarenti. Nel 1907 insegna ad Ancona e nel contempo organizza in leghe le filandaie, i muratori, i calzolai, i falegnami. Nel 1908 fonda la camera del lavoro a Recanati, quale sezione di quella di Macerata, e viene nominato segretario della sezione socialista di Ancona. Nel 1911 diventa segretario provinciale del Psi. Ed entra a far parte del consiglio nazionale del partito.
Nel 1912 entra nel direttivo della Cdl di Ancona. Si batte soprattutto nel settore dei maestri ed è uno dei creatori della Federazione magistrale della provincia di Ancona, di cui diviene presidente. Corrispondente dell'Avanti, continua a guidare le lotte operaie, compie attività antimilitarista e partecipa alla "settimana rossa".
Il 28 gennaio del 1919 diventa segretario della Cdl di Ancona. Tra le prime iniziative vi è quella della riattivazione del cantiere navale di Ancona. Grazie alle firme sue e di Bocconi si ottiene un prestito della Cassa di risparmio che permette ai lavoratori di gestire direttamente la ripresa. A maggio prende parte al congresso regionale delle operaie setaiuole a Jesi. Ai primi di luglio, durante i moti per il caro viveri, nonostante il ruolo di pacificazione e di mediazione svolto dalla cdl, egli viene arrestato e tenuto per due giorni in carcere. L'anno dopo è anche ispettore marchigiano della Federterra e dirige il giornale recanatese "Falce e Martello". Ma nel sostenere le lotte dei contadini viene a scontrarsi con le leghe bianche e con Plinio Canonici, esprimendo sentimenti e idee fortemente anticlericali. Alla fine del 1920 lasca la guida della Cdl, anche per le accuse di "mandarinismo" da parte dei repubblicani, che lo accusano di percepire stipendi troppo alti. Partecipa al congresso di Livorno del Psi e si schiera con Serrati e gli "unitari", disapprovando la scissione comunista. In un articolo su La lotta di Fermo (26-12-1920) inneggia all'autonomia dei vari partiti operai nazionali. Resta comunque legato al suo successore nella guida della Cdl di Ancona, Zingaretti, nonostante un momento di rottura, allorché appoggia la scissione di Bocconi e la nascita di una Cdl alternativa. Sempre nell'ambito dello scontro tra socialisti e comunisti, nel marzo del 1922, anno terribile, viene a scontrarsi con Guido Molinelli all'interno della Cdl di Macerata, con un totale e definitivo indebolimento della stessa di fronte alla violenza antioperaia. Nello stesso anno, durante l'occupazione fascista di Ancona, gli squadristi gli devastano la casa. Di conseguenza si trasferisce di nuovo a Recanati. Nel 1926 viene sospeso dall'insegnamento e, dopo una breve permanenza nella carceri di Macerata e di Ancona, viene inviato al confino nelle isole Tremiti.. L'anno successivo viene trasferito a Ustica, dove conosce Ferruccio Parri, Carlo Rosselli, Amadeo Bordiga, Giuseppe Scalarini (che lascia di lui una caricatura) e altri. Viene liberato condizionalmente nell'ottobre dello stesso anno. Nel 1931 è nuovamente arrestato e denunciato al tribunale speciale per aver diffuso pubblicistica antifascista. Poi si ritira a vita privata fino alla guerra. Nel 1942, ritornato in contatto con Zingaretti, si iscrive al Pci rinnegando - come afferma nelle memorie - il passato socialista, localmente identificato con il "bocconismo", e ammettendo di non aver compreso che la rivoluzione russa non era un fenomeno passeggero, come aveva creduto fino ad allora, bensì "forte, trascinante, stabile". Nel 1944 è il primo sindaco di Recanati dopo la liberazione. Dal 1946 al 1951 è consigliere comunale ad Ancona e per un breve periodo assessore alla pubblica istruzione. Nel 1950 rimette in piedi il sindacato pensionati della Cgil.

In 1911 he became provincial secretary of the PSI. And he joins the party's national council. In 1912 he joined the board of the Cdl of Ancona. He fought above all in the sector of teachers and was one of the creators of the magistral Federation of the province of Ancona, of which he became president. Correspondent of the Avanti, he continues to lead the workers' struggles, carries out antimilitarist activities and participates in the "red week".

On January 28, 1919 he became secretary of the Cdl of Ancona. Among the first initiatives is that of the reactivation of the Ancona shipyard. Thanks to his and Bocconi's signatures, a loan from the Savings Bank is obtained which allows workers to manage the recovery directly. In May he takes part in the regional congress of silk workers in Jesi. In early July, during the riots for the dear food, despite the role of pacification and mediation played by the CDL, he is arrested and held for two days in prison. The following year he was also an inspector from the Marches of Federterra and directed the Recanatese newspaper "Falce e Martello". But in supporting the struggles of the peasants he comes up against the white leagues and with Pliny Canons, expressing strongly anti-clerical feelings and ideas.

At the end of 1920 he left the leadership of the CDL, also for the accusations of "mandarinism" by the Republicans, who accuse him of receiving too high salaries. Participates in the congress of Livorno of the PSI and sides with Serrati and the "unitari", disapproving of the communist split. In an article on The Fight of Fermo (26-12-1920) he praises the autonomy of the various national workers' parties. However, he remains tied to his successor in the leadership of the Ancona Cdl, despite a moment of rupture, when he supports the split of Bocconi and the birth of an alternative Cdl. Still in the context of the clash between socialists and communists, in March 1922, a terrible year, he came up against Guido Molinelli within the Macerata Cdl, with a total and definitive weakening of the same in the face of anti-worker violence. In the same year, during the fascist occupation of Ancona, the squadristi devastated his house. As a result, he moved back to Recanati.

In 1926 he was suspended from teaching and, after a short stay in the prisons of Macerata and Ancona, he was sent to confinement in the Tremiti islands. The following year he was transferred to Ustica, where he met Ferruccio Parri, Carlo Rosselli, Amadeo Bordiga, Giuseppe Scalarini (who leaves a caricature of him) and others. He was released conditionally in October of the same year.

In 1931 he was arrested again and reported to the special court for spreading anti-fascist publicity. Then he retired to private life until the war. In 1942, having returned to Zingaretti, he joined the PCI denying - as he says in the memoirs - the socialist past, locally identified with "Bocconism", and admitting that he did not understand that the Russian revolution was not a passing phenomenon.

In 1944 he was the first mayor of Recanati after the liberation. From 1946 to 1951 he was municipal councilor in Ancona and for a short period councilor for public education. In 1950 he put the CGIL pensioners union back on its feet.
